And you would certainly have to get your saved game located in /documernts or %appdata% for your games can work
Assuming your Steam client is installed in its default folder...
You would see a \steamapps\ folder with a \common\ folder within it. This should be similar to what is on your external. Downloaded game files, in their own specific folder, under \common\ would need to be copied into the the default install Library folder's \common\ folder, AND their corresponding appmanifest_*.acf files from the \steamapps\ folder will need to be copied over as well.
A lot of people mess this up when trying to do copy things over manually. Another important part they often overlook is that the Steam client should not be running while doing this. Make sure to Exit the Steam client by using the menu Steam > Exit, as clicking the X close button just minimizes the client.

And please...
...do not refer to copying files from one drive to another as "downloading". Down/Uploading is copying files from/to a remote location. Locally it's simply copying.
appmanifest_####.acf
#### is a number that identifies a particular game App.
You need to copy all of them form your external drive to "C:\Program Files (x86)\Steam\steamapps," assuming you installed Steam on your new PC in the default location.
