You may have to use a different card. I mean these are well established processes. So most cards work. Anything that fails to verify is really the cardholder's and bank's burden.

If there were other options in Steam, I wouldn't expect them to be hidden.

Try debit card with paypal I never had a problem buying games still use it.
Community Market don't know maybe put funds into wallet
