Your 'location' is your billing address that you give to Steam when you buy from the Steam Store and if you're not in that region when you buy it could cause 'problems'. I haven't heard about the 3 month lockout though, but if you got hacked you'd certainly one something like that so they couldn't do much while you spend some time trying to recover your account.

i found this method where if you put a game in your cart and turn on vpn you can change stores and i just claimed the free game
it didn't ask me to out new region postal info
