You will not get a refund for a game you bought months/years ago and have 35 hours in.
Period. The limit is 2 weeks since purchase and no longer played then 2 hours.
The game works fine for thousands of other players so its something on your end.

You are far over the limit of 2 weeks of ownership and 2 hours of playtime.
You will need to find another way to buy GTA5.

No chance.
You're not eligible for a refund. Issues on your system do not negate the refund policy or entitle you to a refund. After all if we go ask in the FIFA 23 forums did everyone else's game stop working in April. My guess is no.

So yeah, I can see why it would be very convenient for you to get a refund. And I can see why you might craft a narrative for yourself where obviously you should get one if only someone would read your story.

You could "try" a manual refund where in the support sections you can select "I have a question about this purchase. And explain the issue clearly and politely. But you're gonna have to accept a no means no, and that's final. And realistically a game you're 33 hours over the refund limit, that you bought sometime before April, so over 7 months ago, also way over the refund limit, puts you so far outside the refund policy window the answer is almost certainly going to be no, no matter what your opinions and assumptions are.

So... you could always figure out what's wrong with your system and get the game working again. Since likely you're still going to have FIFA 23 next week, next month and next year.

The policy is plenty fair.

You are WAY to far outside said policy.
Dude if you face the problem you would know

I know and have no issue with the refund policy.
You can't refund a game you've played extensively just because you want something else instead. That's not how things work. You can't screw one developer out of money so you can pay another for a different product.
You can always ask for a refund. There is no rule against it. But everyone is just trying to be straight up with you about your chances.

No company is going to offer perpetual refunds. Money doesn't sit around waiting on whether or not a user is going to want it back after so many months or years. Valve's got bills and publishers to pay.
Too bad you missed the GTA V giveaway on Epic Games in 2020 which also meant you got the Enhanced Edition free when they released it.
