If Valve restricted your refund privileges, it means you've refunded a lot and ignored several warnings about excessive refunds.

You should have had several warnings beforehand after some successful refunds that you might take it overboard and that they may restrict further refunds if you don't cease doing this.

You didn't heed the warnings. Now live with the consequences.
