DLC refundable or not ?
I have played muse dash for around 20 hours in the last 2 weeks and today I purchased muse plus(DLC) and played around 30 minutes since I bought the dlc. can I get a refund even though I played like 20 hours of main game before buying the dlc.

The main game time is also added to the dlc time, so no. You can try to ask support, but i think you won't be able to get it.

so doesn't the dlc have his own playtime ? since it has it's own ID ?

DLCs can be refunded only if they aren't pay-to-cut-grinding-off (e.g. level ups a character) or they aren't part of bundle.

Steam cannot and will not track the playtime of the DLC, all it can is the .exe running.
