can i still refund?
basically i bought the terraria 4 pack and sent one to my friend (he lives in a different country) and he accepted it but couldnt play it so i asked for a refund but will steam deny it because he has one of the copies ? im new to steam sorry

Yes, Valve will deny it, as is.

Your friend would need to refund his copy, and once that's gone through, you should be able to refund your purchase. Assuming both he and you are below the two hours/14 days policy limits.

The reason is you can't refund a gift. Because once you gift it, it's no longer your property refund. But if the recipient asks for a refund, it's kinda like they're giving the gift back to you, so you can refund it.

Gifts need to be refunded or refused by the new owner, and then the gifter can refund.
Tell your friend he should restart the computer and not start the game again.

if you bought a pack you only can refund the pack

Right, if you want to refund, it's the whole pack, not individual licenses.
