It's driver or the hardware, sure you can have other hardware that can effect other hardware, but thats so rare.
You can actual use a old mouse from other Pc , but DPI can matter to newer PC, has some thing to do with harware in the mouse and newer mouse with high DPI dont have issue with PC.
And the leser your PC has resource can effect system its still the PC that handle the input signal.
And mouse biggest problem there is no faulth warnign it either work or they don't, part of the problerm here is keep weight down with not have such checking procedur that mouse actual work as it should.
Game devs do not make app for how to use a mouse in a game.
You should Contact EA support with this, how come you need to validate game files, out of the blue, this look odd then there game has issue or somwthing tamper with it.
many forget here It's game devs files and many dont use mods or anything, you tell us here how is that even possible, and thats why its a EA game support issue.
Yeah, sade part of this, just wait to a steam user do have a mouse issue that's start to be unstable, in micro dip switch or It's laser, been there done that, when you will see so many bad advice and all we need is get a new mouse advice as test or other mouse from friend to test with and wupti all issue gone, not a game devs issue, i hope you can see the ironic with a game devs has ingame issue with mouse functiopns dont add up here.
And it don't make it better you can validate game files to get ride of it

Do check mouse brand name support site what if they have a mouse driver update.
Example mine has mouse software that auto check driver from logitech, maybe you have other auto check mouse driver.
Do not underestimate usb mouse unplug and replug, or update USB driver or board chipset driver with usb port included. ( and BIOS well you are at it )
Again most have autoupdate app today that check BIOS, make sure it's doing the job as it should with support page.
And don't forget mouse is a external unit that attached to system this is why board update can matter. ( you might know all this, but again we are just steam user here ,we have no clue here in what each steam user know. )
You can try windows safe boot mode more a interference issue but with what can cause this, if this keep happend to you. ( but i bet then you will contact EA support same time )
many forget they are still seen as runtime drivers with directX also.
who said this is not the real culprint.

I also remmeber a GTA5 with online mouse unhooked game crash.
so you see odd behavier has been seen before and again here is the problem with each steam user own hardware and its update, it's impossible to agree with other players the we do not have same hardware.
You need to know current install C++ in windows system ( both in 32/64 bit and one of each version in past VC++ to old game and newest.
And yes i did contact GTA support, and they are useless in what newest VC++ issue already fix by MS, dont forget this is years ago, where there actual was a issue with old VC++ build version
Only you can test this, gl find other with exatly you PC build here, thats almost impossible.
