It isn't that you actually are as much as it just appears that you might be.
You will still be able to gift games to others with non-wallet funds. And you can still use wallet funds for yourself. You just won't be able to use wallet funds for buying game gifts.
Do keep in mind that wallet funds are simply store credit and they can dictate their use how they like.
Some have been able to... but then the restriction comes right back with the next gift purchase.
You can make credit card purchases without storing them on the platform. Given how many users have stored payment methods on Steam over the years, if there was a problem of credit cards being stolen we would have heard of it by now. But I don't want to sound like I'm criticizing your efforts to protect yourself, just providing some details.
It is not that.

Like in my original post, I choose not to use external payment methods as not just Steam, but any service can be hacked and release sensitive info. I'm trying to protect myself as much as possible. It's why I'm thankful for the Steam Wallet so I can give my cash to support Steam, build my library and gift my friends who are primarily pc than me on console.
I will take your advice and appeal with a ticket for support. Thanks for your thoughts on my problem here.

1. Thanks for explaining that could be what my account is suffering from. It's possible whatever algorithm they have is not fairly or accurately being enforced to my account. I don't sell skins on CSGO or send cash to all kinds of new accounts. It's been accounts that I've been friends with for some time. My most recent attempt may have flagged now that I think about it as my cousin just made a new pc and I newly added his account. So maybe that could be a reason too.
2. I respectfully disagree. There was no warning to give notice or look to clarify in losing my Steam Wallet gifting privilege, but immediate and potentially permanent enforcement/punishment. We'll see when I appeal. For my personal choice, I do not want to give sensitive credit card info or PayPal to Steam to help protect myself from fraud or theft. It's why I'm thankful for Steam Wallet. Never had an issue for 4 years asking for returns or any dispute of purchase from me. You're right and I understand as well it is their store and they can do as they please. It's why I'm seeking reason and hope Steam is reasonable.
