Editing UserPrefs.json worked for years but after some update, Steam now ignores everything written in the spellcheck":{"dictionaries":[""]
Fine, you can still disable it. Go to folder
AppData\Local\Steam\htmlcache\Dictionaries
There was file with name like "xx-XX-3-0.bdic", depending on your chosen language. Exit Steam completely, if you just delete this file, it will be rewritten after restart, so I repleced this file with completely empty 0 byte file AND changed permissions so user/Steam can not edit or rewrite it.
Finally these ugly red underlines are gone again.
However you now can also do it graphically:
With the latest update
That means you can easily customize your spellcheck language (or disable spellcheck) without having to edit any hidden files.

Thank you, thank you, thank you very much for this! I have finally removed that ugly red underline without having to edit files, and from now on i know where to look at if i have any other issues.
