If you still got old phone, and didn't wipe it, open old phone app, now on new phone login as normally, it ask for 2FA code, if it not asking for 2FA code then it will send SMS by code, ensure you didn't block the number to receive the code.
If the issue keep going can use your recovery code to remove mobile app from the account until you get your account on your new phone. You will default back to your email 2FA.
Also atm today there major issues going on globally that could cause delay, or errors meaning steam may have issue sending information to your provider to reach you, it may vary where someone from, and how the provider operates between them, and other companies servers.
