steam not writable
so a few months ago my motherboard broke and so i replaced my motherboard, ram and CPU and upgraded to win 11 pro, everything worked fine for like 2 months and then one day i tired to open steam and it said it wasn't writable, so i tired a few troubleshooting solutions but ultimately deiced to do a fresh install of steam on a new drive but every time i turned off my computer it would get rid of the new install and open it on my D drive again witch wasn't writable. so now im trying to fix this, im open to any solution.

It seems your PC keeps restoring the old Steam files from your D drive. Just uninstall Steam completely, delete all old Steam folders, and then reinstall it on a new drive. Make sure your user has full control permissions on that new folder. After that, restart your PC — Steam should stay in the new location and stop reverting.
