Valve has to balance your concerns with their own. So gifting with wallet funds is extremely limited. The biggest problem for users is this isn't clearly stated and users will naturally assume they can. So this is a topic that comes up a lot.
I wouldn't hold your breath for it being lifted. Also keep in mind other stores may have their own rules, different features and limitations. I'm not discouraging you from using another store, I think people should. But when they just drop these comments it seems like they're assuming another store will always let you have your way. Will they? Or are you gonna get mad when you run into their "draconian" rules? Probably.
Personally, Steam Wallet is store credit, and I've always had an aversion to taking money, and converting it into store credit (much less useful money) for no real benefit. And given the limitations with gifting using Steam Wallet is even less attractive, so I would just always use an alternate form of direct payment. Credit Card, Debit Card, whatever.
"You will be notified by e-mail of any change to the Steam Wallet balance and usage limits within sixty (60) calendar days before the entry into force of the change. Your continued use of your Steam Account more than thirty (30) calendar days after the entry into force of the changes will constitute your acceptance of the changes. If you don’t agree to the changes, your only remedy is to terminate your Steam Account or to cease use of your Steam Wallet. Valve shall not have any obligation to refund any credits remaining on your Steam Wallet in this case."
They had not e-mailed me to advise of any change to my account, depsite having placed a restriction on it, between September and November.
I have gone from gifting to one child, to then trying to purchase the same game for a second, to find it has been implemented. I ironically added money to be able to make the amount up to the price of the game, had I not done that I would never have known. Until I tried to gift an item down the line. I do have an additional payment method on file. Just rather irritated they are making me use it!
Draconian might be laying it on a bit thick :D , but the way i am looking at it they have £26 on file for me to purchase items, and for some unclear reason they have decided the want some additional cash instead. I will now make an significant effort to spend my money elsewhere.
Never had an issue with Microsoft ever related to purchases, money refunded without drama where I have been unhappy with an item or how something has been handled. Doesn't happen very often but when it does I am pretty confident it will be sorted satisfactorily. Access to online chat support is also likewise mich more practical and useful.
Well I understand the temptation to armchair lawyer. But... was the change to your Steam Wallet? Or was the change to your gifting privileges? Is gifting a central part of Steam Wallet's functionality? Because I don't need to use the wallet at all to gift games. And abuses can be such where an account is restricted from gifting at all.
So whether you agree or not, you should at least entertain the idea that interpreting policies you're just now looking up because you're inconvenienced, apparently with the goal and assumption Valve is doing something wrong because you're unhappy... might not be the most reliable way to do things or get you accurate results.
Plus if you were seriously abuse the system, you really think it's reasonable for Valve to give you sixty days notice that they're restricting your account for abuse, so you run amok for the next sixty days? I mean... I see some obvious problems with that scenario.
Well if you find the store that checks all your boxes, you should use that one. Even if Valve wants to make all the changes you might like, it's gonna take a while. So if another store does it now, that's the store you should use, right?
And again yes I should put my money where I feel I am not getting stiffed, as that is how I feel about it, so will do that moving forward.
Just need to find something worth spending £26 now, wish me luck ;)
