Using wallets funds to send gift can trigger a restriction on your account, meaning your wallet funds can only be used for your account. To gift others you will need to use an external method of payment such as credit/debit card, paypal ect...

You can try asking steam support if they will remove the restriction but they will only do it once. So if you trigger the restriction again after it has been lifted it wont be removed again.

ahh okay, I've never had this problem before. Do you know what might've triggered it? Is it the maybe amount or does it accumulate or is it me gifting in a short amount of time? Cause I Ive gifted like only around 100 dollars this year which shouldnt be that much amount of money

Nobody know what the limits/conditions are for triggering restrictions for gifting with wallet funds. Steam has that info under lock and key for the obvious reason they dont want people abusing the system.
