We cant help yuo if this is a online games and there has been issue into a ISP fiber,
ps.
You can find several post with igpu issue and steam no to gpu accelration option,

And you can also fin post with old web cache issue , aftre you delete web browser cache and clear dl cache then pc aka steam jhas no issue, even near full disk has seen cause performance lose.
ATM- you tell us steam user here it run normal again, so at. there is nothing to fix.
Do not underestimante make a clean gpu driver instrall and windows is updated.

Make sure windows OS do not have multi same version of VC++ there are difrent build on MS page per 64/32 bit, i could have said what the hell do game devs and steam know i what MS has update or not, and its in here we as games can go so wrong what prvent you from install a old game with outdate VC++ nothing, you can find several games from game devs that reinstall outdate VC++. this is why games can disagree on what is going on here.
i just reinstall sleeping dog, it requiremen m ro repair VC++, this is how complaicated it is , and i did not know there was a issue with it.

to play high end what ever 3D games require gamers to have pc check for drivers always.
