Many forget today so many apps use online service so pc with network not there, can cause app spam the internet, problem with this your pc lag and can get frozen. or laggy until it notice it, and can start all over with again try get online.
Was more a issue on win7 and 8, so apps are getting better with stop retry untill user request it
ps.
dont solve mods and steam workshop content check, so technicaly no such things as offline mode anymore.
Eampla.
How will you play old skyrim then mods just got delete because it can't do it checkup,
dont think this has ever got fixed, atleast you know why offlne mode is there for in steam.
but still dont fix all other service from trying to get online.
