You've made too many requests recently.
For over a month, I’ve been getting the message “You’ve made too many requests recently. Please wait and try your request again later.” every time I try to open the Steam Marketplace or my inventory. It happens on both the Steam desktop client, browser, and even the mobile app. I’ve already cleared cache, reinstalled Steam, and waited for weeks, but nothing changed.

i had that too so annoying, idk what fixes it but now only i can use it by waiting couple seconds between clicks
It's a bug that's been around for about two or three months. All we can do is hope they fix it someday.

Sadly it's not for valve to "fix"

They introduced limit for inventory/steam market that is based per IP address to combat bots.

The issue is that some ISPs are reusing IPs so you have one person exhausting the limit and then nobody can get to market with that IP.

You can try using VPN but it's not guaranteed to work
