Is it possible to exchange rewards for Steam Points myself?

If possible, how long will it take for Steam Points to arrive? Will they definitely arrive if I earn 1,000 rewards?

You get the points 14 days after someone gives you an award.
No sooner, no later.
The 14 day waiting period is so that points from buying games cant be taken away because of a refund.
Also you receive 1/3rd of the points the award cost, thats how it works.
So if someone gives you an award that cost them 600 point you get 200 after 14 days.
