cant download steam
I deleted steam to fix a issue. but i unistal steam and now i cant delet destination folder on my adminstrator acount.

In instances where some file is in use and preventing a folder from being released and it's not clear what's locking it. It's often just easier to restart the machine. Have you tried that?

Check taskmanager for anything Steam web running.
