How to buy a Steam Frame in a region that it won't be available in?

I'm planning on getting the steam frame and the steam controller. But with experience with the steam deck, I know that they most likely won't sell it to the region I'm in. I physically have no buy button on steam (for the steam deck and probably for the frame in the future) even if I wanted to ship it to a place where they sell and ship it normally. I had to wait a few years for a private import company to import the deck and I had to buy it at a higher price.

What I'm planning on doing is shipping it to a friend's house in the EU and pick it up while I'm visiting. But since I have no "buy" button, I can't even do that.
And guessing that Valve will limit purchases to 1 per account to fight scalpers and not accept orders from newly created accounts with no purchases within a year, with my friend also getting one which rules out the option of him buying me one and me paying him back, what are my options here? What could I possibly do to be able to get a steam frame?

You don't need an account to buy a Deck. I would assume Valve would provide the same freedom to other pieces. Maybe not at first but eventually.

Your friend can buy it for you and you can reimburse them whenever. They just go to the store and add it to their cart. When they go to checkout, they can just choose to checkout as a guest. Then they just enter an email to continue with the checkout procedure. They put in their payment details and shipping address. Valve will ship it to them. You go pick it up whenever and boot it up. Log in with your account and you're set to go. Then take it back home with you.
