and we have seen sevurity app need other exe added in the past
steamwebhelper.exe is still a executable file.
i did not say this is it, i said its good idead to ruleout this.
ps.
you can find many post with this, even when ppl have gave up and worst case reinstall steam and sometimes OS before it get fixed.
and worse ideas like wipe steam files and keep game folder and reclick steam.exe to let it rebuild itself, many old guide with this, i recommend backup steam files before you do, move games away.
also chack you do not have other OSissye while you are at it ( google how to do id you need too. )

we have also seen other steam user has to enter windows users profile and wipe steam data there. ( before steam work for them. )
I googled OSissye and can’t find anything in it. Can you clarify?
