It is possible to recover a stolen Steam account. You don't need access to the email, phone or password currently tied to the stolen account for this to work.
The recovery process allows you to contact Steam Support to provide proof of ownership.

I'm trying to get in contact with support above recovering an old account but all the help pages have reset by email or phone number and it defaults to my current account. The help is absolutely terrible. Do you have any suggestions? All my contact information is the same and so are my usernames. I have it as one of my friends on this account as well and vice versa and the same friendslist as well.
