I'm trying to install a new game (specifically, HIVESWAP: ACT 1) but steam doesn't seem to want to let me.

Whenever I try to install the game it fails and goes into the queue, with the message "CONTENT STILL ENCRYPTED". The game is from a family library, but that doesn't seem to be the issue since I have been able to download and play other games from the same library with no problems. I have done extensive research online but haven't been able to solve the issue.

List of solutions I have already tried:
- Running steam as administrator
- Clearing download cache
- Changing download region
- Deleting the appmanifest folder and restarting steam
- Verifying integrity of the game files (there were none, it is a new game)
- Opting in and out of steam beta participation
- Adding an exception to my antivirus (steam already was an exception)

This problem has been extremely annoying and I would greatly appreciate any help to fix it. Thanks
