If you play in offline mode, even on PC, your time is not counted.
Achievements earned offline may update as soon as you go back online, but that is really dependent on the game dev. Most do update as soon as you go online from what I've seen. They will be dated when Steam sees them unlocked, not when you unlocked them during playtime. Again, this is the same on PC.
If a game utilizes Steam cloud to sync save files, you should be able to pick up where you left off when switching devices. Some games do not and those you would have to manually update saves between systems. I normally don't bother with those when I learn of one.
Maybe I'll use my mobile data when I play away from home.
