Playtime does not reset if you rebuy the game after refunding.
the refund system is not there to demo games. if steam believes you are using it to demo games the can refuse and remove the ability to get refunds.
The 2 weeks resets each time it is purchased.

Edit: I see what you mean that "idle time" is a purchase date. It resets because, well, an old purchase went poof once refunded, and re-buying starts with a new purchase.
