If your PC is isn't good enough to do the things you want anymore then you might need to look at upgrades or a new PC. This isn't a problem Valve needs to solve for you.

Sure, you can tinker and try to optimize configurations to use as little RAM as possible. But at a certain point no matter what you do the cure for having insufficient/obsolete hardware is money. No amount of tinkering will get you anywhere close to having an extra 8-24GB of RAM.

Steam system requirements will gradually increase over time. And if you never upgrade your PC you're bound to feel some consequences from that decision. Money will solve your problems. Upgrades and such are a core feature of the PC platform after all.

Upgrade your hardware. That’s the solution.
