Can't open Steam Client or Update
Hello, I've used the Steam Client for my mostly offline games for years without any major issues. Now, suddenly I can't even get Steam to open to play my games, ones that don't even require an internet connection. I keep getting a Fatal Error about "Steam needs to be online to update," and I can't even get into the Steam app in an offline mode. My connection seems to be fine and everything else is working as far as I can tell. I've spent over an hour so far trying to troubleshoot this with numerous online suggestions - I've tried deleting and reinstalling Steam, running as admin, changing from IPv6 to IPv4, updating Windows, changing my password, and others. Absolutely nothing has worked or even appeared to change anything, and I guess the Steam support system has changed so I can't even send them a ticket about the problem now. Does anyone have any suggestions? Thank you.

Reinstall steam over current installation.

ps.
Sstill require pc is update and maintaence.

This included BIOS and chipset drivers from brand support
and have wndows update + Nvidia or AMD driver in freshly clean install in custom installation
nvidia has a make a clean install.

Do not have othre system issue.

Do not have wifi or VPN, use patch cable if not already is.

They are know for extending latency , gamers call ping, ( same as crappy advice with bridge routing, more a emergency fix then finaly solution. ( again part of latency issue )


Don't forget repaire internet connection , laptop users know this, desktop usre might forget that solution.


why you cant get through from your location into a steam server can also be a ISP issue.

Here we doubt its a steam issue then steam is in a datacenter.
then you will have several usera complain over it.

And you also make a mistake here, unknow location on earth user, only them contry in war should not tell or give clue to it, ask own ISP then.

you should not reply or give info if you are, its that simple.

Rule is if your ISP use ipv6 then you need it.

Some other info:

Packet loss test showed no packet loss.

Windows Defender Firewall has Steam added in it.

***UPDATE - possible culprit found!!!***

Ping and on psteamproxy.yuanyoumao.com shows 100% packet loss several times and all requests timing out (but not always, sometimes it works just fine), and tracert has a lot of requests dropping. The first time I ran the test all tracert requests failed. Not sure what to do about this, but that would appear to be the culprit. Why on earth though all my other internet stuff works except for Steam I have no idea, nor do I know how to proceed. Especially confusing as when I try to load it with a web browser it appears to open just fine.

I am using a mobile hotspot, to access Steam, so maybe that has something to do with it. However calling my cell phone company's technical support I got absolutely nowhere, they said the problem wasn't on their end.
