What happens if you try to gift someone a game they already have?
Question in title. Will Steam detect this and stop you? If not, do they get an opportunity to re-gift it?

Steam will detect it and prevent any further action on your behalf.

Reasons why can't gift to someone.
- The person not in your friends list.

- They already own the game/content.

- Can't gift DLC if they don't own the base game.

- The currencies difference is greater than 10%.

- The game/content is restricted/banned in said country.

- You can't gift personalized cater dynamic bundles.
