Does the transaction status of the purchase say failed?
If so Valve never received the money and what you are seeing is a hold placed on the funds by your bank.
Valve has no control on how long your bank takes to release the funds back to you. Your bank however should not be taking 2 months to do it. Normal time frame is 3 to 5 business days.
I'm going to second d3str0y3r, this is the most likely scenario. Between not receiving the money and the transaction failed, it seems like you might not be aware of some details with how banks operate.
Your funds were being held by the bank when you attempted the transaction until it resolved, success or fail. Problem is on failure, it seems like a lot of banks don't show some kind of deposit when the held funds are unheld. And that confuses people. Or people just aren't very good at recognizing whatever the bank does show.
