2. Does the issue persist and happen frequently?
3. Make sure its a .jpg and change the save location to C; drive
4. Does the issue still occur? (Did step 3 help?)
5. Using any 3rd party anti virus that super sensitive, and reactive that freezing, or causing issue with steam client, or doing false positives quarantine on files? Or using 3rd party app that messing with files, and permissions,?
6. Are you hooking other apps into steam client to cause conflict? Or using modded client?
7. Are using symlink, or 3rd party app cloud sync that messing with files?
8. Have tried redownload client files? To do this just delete everything in steam folder except for steamapp folder, userdata folder, and steam.exe, once done run steam.exe, and test.
9. Are you running steam, or OS from a usb thumb drive? Or are using Linux, and using Windows version of steam instead of Linux version?

6. Yes don't want other apps hooking into the client. There nothing wrong using modded client, but when comes to issues that what have to check for if it cause by that.
7. It means if your redirecting file path to be written, and read from example using external drive that gone to sleep, and trying send files, but you can't due to drive being idle/sleep, so have to wait a moment to become active to proceed to write/read from. Another thing is some people use cloud sync apps, such as Google drive, mega, or etc, sometimes people screw up their settings which auto upload, replace, or delete things.
8. When you uninstall it deletes game files, screenshot you didn't backup/upload yet, including any video recording you made you didn't export yet. Hence why I suggest my method so wouldn't need redownload games, nor lose any content didn't backup/upload yet.
9. If the OS being run from usb storage drive, then it is the C drive. Drives are given letters by the OS by default.
