This might not be possible: it's a F2P game, and the package 69699 is marked "Unavailable"...
Help -> Steam support -> Games and Applications
Search up the game/software by title and click something along the lines of "This game/product is not in my library". It should prompt you with giving additional info where you can describe your issue which you should promptly do so, and from there confirm and await any sort of response.
If the game is added back to your library but the achievements weren't taken away you can use something like SAM (Steam Achievement Manager) to get rid of those achievements.
But I was responding to someone else, not you, about the general lack of information that is normally found in help requests. It's frustrating trying to provide possible solutions just to be continually replied to with "already tried that, didn't work".
