Fast? Requires money.
If you don't want to spend money you're going to have to accrue points at a trickle from community participation. Or buying games. Selling cards from some games to be able to buy badges for others.
But how many levels do you want to gain? It's not like there's a cap. But also keep in mind, levels don't matter really. But the whole point for schemes like this is to benefit people who spend more money.
Also I'm sure there's plenty of guides about how to gain a couple of levels, but you'll have to manage your expectations, beggars can't be choosers.
There's also the winter sale, which will likely give out event trading cards. You can sell those on the market to get a little pocket change, then use that pocket change to buy normal trading cards. Those trading cards can be used to complete badges, which will give you sales event trading cards. And so on.
Next time someone says something whiny on the Steam forums, try copy-pasting my post here in response. Maybe you'll get a "funny" award. It's not much, but it's a few points. You can then use those points in the points shop to get a seasonal badge, which gives you a few XP. If you keep that up long enough, you'll go up a bunch of levels.
