adding game to basket through VPN?
if i added a game to my basket while using a VPN and then turned off my VPN when i go through the checkout is that still breaking valves TOS? since im not technically using the VPN to actually buy the game.

If you added the game to your basket with VPN because its otherwise not available to buy in your normal region then yes, thats still breaking the TOS.
If you conceal your real location to buy something you can not without the VPN its breaking the rules.

game is technically in my region, its more to bypass the stupid UK age lock as steam only has an option for a credit card to be used as a form of age verification where i am ineligible for a credit card, atleast credit cards that arnt borderline scams due to obscenely high interest rates

IIRC bypassing any restriction is against terms.

Cant you just buy the game outside of Steam as a key? There are so many stores that sell Steam keys and dont have the credit card requirement that Steam has for UK users.

Is circumventing restrictions so against Steams agreement.

If using a UK based debit card I doubt it'd even go through as the billing address would be a UK address
