Is it still against the rules to "name and shame"?
I'm not sure if the rules have changed, but I thought it was against the rules to makes posts that "player X is cheating."

I'm trying to get them stopped in the Advanced Warfare forums because it's giving attention to hackers and that is their whole goal, and someone pointed out to me that is isn't listed in the rules. I looked and didn't see it.

I'd have sworn it was a rule, and when Ghosts was new, "name and shame" topics were always locked. It just promotes cheating and allows for defamation.

Has there been a rule change? Is it ok to call out cheaters in forums now?

If this thread is in the wrong place, please tell me where to post it when you lock it.

Correct. Naming and shaming is not allowed. It falls under "Post personally identifiable information" and "Threats of violence or harassment, even as a joke".
