Removing expired cards (Winter Sale 2024)
I saw in "Removing expired cards (STEAM AWARDS 2021)" you are stuck with the cards, but it would be nice to hide them in the badge list as done in the linked post above.

Did Valve not remove the badge progression for people who don't have a full set to craft?

I wouldn't know because I have multiple full sets from many events ready to craft.

If you try selling the expired cards the Steam client breaks, cant do anything but quit Steam, cards are still there in the trading card progress page

Because they are no longer tradable/marketable.

They didn't remove last Summers until a day or 2 after the Winter event started.
