Then it's a Chromium bug.
Steam uses the Chromium Embedded Framework (CEF) for its UI. So any bugs in CEF can easily become bugs in Steam.
Also RTL languages do exist. Arabic, Hebrew, etc.
Valve should probably do something about it then. "not our problem" isn't usually Valve's style.

As for the purpose of typing backwards.... you were already told RTL languages. You may have no need for it, but other users do.
No other program I've ever used has had this RTL typing happen. Every other program understands "Oh hey his language is set to English, maybe we should prevent RTL typing for users who are obviously typing LTR" and it's not an issue.
I really don't get the mindset of "This thing doesn't bother me but other people have a problem with it. I'll give them ♥♥♥♥ for having a problem with it instead of moving on with my day."
You're not bothered by the typing bug? Unsubscribe from the thread and touch grass, let me wallow online in pointless bs if you're so above it.
