Restrictions in market

Yesterday was the first time i top up in steam and since the minimum was $6 in my area, that was what i had bought and that was when i noticed $5 USD is equal to $6.49 here. When i went to the market section, there is two restrictions provided in the picture below.

For the second restriction, it was to top up or spend $5 total and after i bought the $6 pack, it was $4.61 total spent, so i decided to spent on a $0.55 game and was hoping it could clear the restriction but when i woke up today it was still the same $4.61 only

How did you top up steam? Did you buy wallet funds directly yourself or did someone send you a digital giftcard?

If it was the digital giftcard, then that is the reason why.

You need to either buy wallet funds yourself using an external method of payment (credit/debit card, paypal ect..) Or buy a game using external payment method.

Adding $4.61 to your wallet and then spending $.55 of that money is still less than $5 because it's part of the original amount you already added. You can't double-dip.

Or buy something directly from the store using your card. You don't have to add funds to be able to buy games, that's only the case when you want to spend money in-game.

Yes. Spend more money on the Steam store using your card again.

It's US$5 of new money into Steam. So your $6 bright that up to US$4.51. Taking your $6 from the wallet to buy a game didn't add more money into Steam. So either through another add to the wallet or game purchase with new money of at least $0.49 equivalent will cause you to fulfill that US$5 requirement to unlock community features.

None of what you use from what you already added previously counts.

Add more.

It didn't change because you used your Steam wallet.

It didn't change because you used your Steam wallet.

What do yall mean? i am going to use my steam wallet to buy again so would it not work also?
