Steam has to be installed on the OS because it can't operate unless the OS manages the software. However, you can move games as described in the FAQ post by Steam Support help pages. You can Add the drive to Steam by opening Steam and then locating the settings under the menu bar and navigating to the storage settings. Once your in storage settings, you can just move them over to your new drive.
