My friends and I encountered a problem while playing SCH1 — we don’t know how to reduce cartel influence in different regions.

We’ve found and eliminated a few cartel dealers, but only managed to get three of them in about 5–6 hours of gameplay.
Is there another way to reduce cartel influence, or is it necessary to use the console to unlock it?
