I know there was already a post about this, but I'm trying to set this up with my sister and we do live in the same household, and I have no idea why it would be doing this.

Try to login to the same PC with both your Steam accounts, first the person being invited, then the one sending the invite.
Then send the invite again, it should now work because to Steam your last login location was identical.
Also make sure that both your accounts are set to the same country and Steam store region.
