You need to know game devs and steam outdate VC++ depend on what game and when they was installed,
You cant just lets say you did a reset of OS and then just play a old game with a old VC++ that can causee issue, because Drivers is way newer and VC++ issue already fixed by MS own VC++ support page.
this is why technicaly game devs and steam is outdated, depend on what VC++ they use in the past.
and you technicaly also said game actual did start up, and then crash later.
this dont make it better with what cause this, from lack of update to unstability in the PC.
ps.
Try spare PC then i bet game work also indicate you have own local PC issue
you need to know how can game devs reproduce crash then it might be your pc with a inknown issue atm.

lyou need a tech person help becuase if this is not a update issue ideas of cause of this only get worse with test of why it happedns.
you can try interference issue , but even that dont add up, then game actual startup.
Make sure this is not another of them turn off web accelration in web browser view in steam settings.
and Thirdpart Browser has also can have own language settings and do not follow OS anymore.
