Why do I have no "Software" section in the drop-down list?

In my Library I just have games and tools.

But, unlike Legendary Edition, the Creation Kit for Skyrim Special Edition is not under Tools, it's under Software. But not on my PC.

I have the CK for Skyrim, but how do I get the CK for SSE?
