Say you start a game and walk away to go eat dinner, go out to see a movie, and come back hours later having forgotten about it and Steam will have counted that you've run the game for hours, but your playtime during that time is still zero. Did you fake any gameplay statistics during that time? No.
Using the tools you are referring to only applies to the hours that Steam identifies as the game running.
