What i do, You know you need overlay to work, and check ita turn on,
And you can see how many Overlay issue there has been recently, if this effect achievements also i do not know.

Overlay Freezes or Becomes Unresponsive
Because the overlay is a supplemental component of the game you are playing, it will be automatically closed should your system's resources come under heavy load.
You'll want to make sure that your system is in a good state by updating all major drivers, limiting the amount of programs running during gameplay, as well as updating your operating system to its latest version.

This is where i read it Require you have a good pc whatever that is, so you dont have overlay issue with system resource. ( dont forget how will a user ever know this until its tolate. if game use most be onlien trigger and working.
I did not say you have a issue i'm a user but steam explan this, so there it is.
In top of this steam has end the win7/8 , they once said you lose steam services with past OS.
We have no clue here if you are a past OS user that might still use it, we still see some few steam user still use it.
I have a good PC, and I didn't have this issue previously. Thid just happened this weekend

Thats why you got the reply what if this and that here. rest is steam support and game devs reply with how is this even possible.
ps,
Feel free to use SAM, if this is a no other solution for you, just make sure you know consequence for it , lets say game devs give rewards ingame for some of them, then it could look like cheating. another grey area, if lets say that is possible same goes with steam user that use achievements for you have played at certain level in Legenday mode, and you can barely play current game level, ) other steam users can judge you hard.
As fare as we know here steam themself don't care if use it,
It's a connection issue - it may have nothing to do with your connection or PC at all.
Achievements like this are hooked through Ubisoft's servers. If it unlocks on their end it then tends to unlock on Steam. Maybe their end isn't communication to Steam properly or something else with the overlay or something.
Do note though, that ofttimes when errors like this happen, then next time or so you play the game, it may update then when it reads their end again.
I've even had achievements pop up when no games are being played at all.

I'm fairly sure steam servers dealing with sales has nothing to do with the part that handles things like acheivements.
