The online payments that ALL online trades use works like this:
When you hit "pay" there's a very short window that opens up between the vendor (Valve) and the payment provider (your card provider). This is deliberately kept short for security reasons. The downside to this is that if there's net congestion or too many hoops to jump through, then it can time out.
The result of this is exactly what you experienced. The money APPEARS to have gone from your account (it hasn't really) and you get nothing in return.
What has ACTUALLY happened is that there are some backup systems so the money hasn't left your account but is merely ring-fenced so you can't use it. Usually through the night there's some backup systems that try to do this again. If that then fails it takes around 3 working days for the money to be released back for you to use again.
This can take a bit longer if you are using a third party payment provider like Paysafe. But if you have an actual bank provided card you CAN ring them up and a good bank with decent staff can see there's been a problem with a payment and can action that. In such cases the money is usually released within about 20 minutes.
What you should do then is either ring your bank if it's a bank card, or simply wait if it's otherwise.

Yes that's what the term WORKING days means.
To be clear, working days means days where the bank/business have staff that are working, so no bank holidays or weekends.
Agree problem is open at 10 dont mean its saldos is done 10. could be even later.
its not a secret, but i will not standing in a shop try buy a car at 10 o'clock. if you have pending waiting. lol

As I stated it depends what method of payment you used. If you use a bank provided card then sure, you can ring the bank as I said. If their staff is well trained and knowledgable they CAN reverse the freeze on the funds usually within about 20 minutes.
But if it's another card, Paypal, Paysafe or whatever you CANNOT ring the bank or them for that matter as they cannot get to the service they use to make such payment. In short they're an extra step in the chain and they're not privy to that info.
This is why, again, if you have a bank-provided card, you ring them up. If you don't, you can only wait.
