I'm looking to gift a game (that I do not own on Steam; I own it on xbox) to a friend. My friend is (newly) in my friends list. I cart the game and find the dropdown for my account, my account private, or gift to a friend. However, the gift to a friend option is not present. The game is the Banner Saga Stoic Bundle (currently on a great sale; I highly recommend it)

If I go to another game I like that I do own on steam (wildermyth; also highly recommended, also on sale)) and scroll down the game listing to add to cart I find the gift option.

Are some games not giftable? Do I need to own my own copy in order to gift a game (that would be a weird requirement)?

Any other suggestions? About to just use venmo but that's not as fun.
