Deleting a game is nothing more than an advanced hide. The key is tied permanently to an account.

Stats for a game is on the account regardless of whether you own the game. For example, you can earn achievements when you play a game via free trials and family share.

Deleting a game does not remove your achievement percent from that game. Once you've gotten one achievement in a game it will count towards your "overall" achievement percentage on Steam.

Deleting/uninstalling the game... OR removing the game from your account will not remove the achievements.
