You can't, you must be physically in the country of the associated store, otherwise it is fraud and your account will be permanently closed.

You have to physically be in the USA.

You cannot simply switch regions as you are required to add a home address in the USA and a payment method attached to the address before region switching can happen.

It's a giftcard, it doesn't have an address attached to it

#1 not many games made in the USA are worth it, #2 whatever country you are needs to make their own version of steam, like GOG did. #3 why do criminals always think it's ok to break the law ? Mental issues perhaps.
