If it's been going on for a month it sounds like you ISP routes multiple clients through the same IP.
Pretty much your only option is to change your IP or call you ISP and see if you can get a dedicated IP.
It can often fix connection or latency issues. I was having the same problem while using Google’s DNS, but after switching to Cloudflare’s, the issue was resolved and the error message disappeared for me.
