On the games details page of the game in your library, scroll down and look to the right hand column for DLC and click on manage my X DLC, check/uncheck what you do/don't want.
Alternatively, right click the game in your library, select properties and then the DLC tab, check/uncheck what you do/don't want.
I also tried un-installing and re-installing several times, but that didn't help either. Really got me stumped!!.
As an after thought, I'm running Windows 10 on the computer containing the FSX SE game. Wondering if Win 10 could possible be interfering with Steam. Could that be the cause?? Any history of problems with Windows 10 in the past?

If you see the DLC listed in the DLC portion of the game page, you have access to those DLC. A checkmark next to them means they are enabled for the game.
Now, whether or not you can reach them in the game is a different story. I'm not familiar with that game and what the expectation should be, but there are games in which you must reach certain checkpoints or tasks to actually access the ares in the game that those DLC are associated with. Better to ask in the game's own discussion forum for assistance. Maybe those that have played the game can give you a better answer.
